Can P0440 Cause an Emissions Inspection Failure?
Yes.
The EVAP system is part of the vehicle's emissions-control system.
Even if the engine runs perfectly, an illuminated Check Engine Light or an incomplete/failed EVAP monitor can prevent the vehicle from passing an emissions-related inspection, depending on the jurisdiction.
Is P0440 Serious?
P0440 is generally not an immediate engine-damage code.
In many cases, the vehicle can be driven normally while the problem is diagnosed.
Nevertheless, it should not simply be ignored.
A faulty purge valve, for example, can eventually create drivability problems even though the original fault appeared to be an emissions issue.
