P0028 Intake Valve Control Solenoid Circuit Range/Performance (Bank 2)

The P0028 trouble code indicates that the engine control module (ECM/PCM) has detected a range or performance problem in the intake valve control solenoid circuit for Bank 2.

This system is generally part of the engine's Variable Valve Timing (VVT) system. The intake valve control solenoid regulates engine oil flow to the intake camshaft actuator so that the camshaft can be advanced or retarded according to engine operating conditions.

The important point is that P0028 does not automatically mean the intake VVT solenoid is defective. The code describes a problem with the expected operation of the system. The underlying cause may be electrical, hydraulic, mechanical, or related to the camshaft position feedback.

What Does Bank 2 Mean?

Bank 2 refers to the cylinder bank that does not contain cylinder number 1.

This distinction matters mainly on engines with two cylinder banks, such as V6, V8 and other multi-bank configurations.

On an inline four-cylinder or inline six-cylinder engine, there is normally only one cylinder bank, so a manufacturer-specific definition or unusual engine configuration should always be checked before assuming that Bank 2 exists in the conventional sense.

What Does “Range/Performance” Mean?

The word “range/performance” is important in P0028.

It does not necessarily mean that the electrical circuit is completely open or shorted. Instead, the ECM has determined that the intake valve control system is not responding within the expected operating range or is not producing the expected camshaft movement.

For example, the ECM may command the intake camshaft to move to a particular position. The VVT solenoid controls oil flow to the camshaft actuator, and the camshaft position sensor reports the resulting position.

If the commanded position and actual position do not correspond as expected, P0028 may be stored.

This means a solenoid can have apparently normal electrical resistance and still contribute to P0028 if it is sticking, contaminated, receiving inadequate oil flow, or failing to control the camshaft actuator properly.

How the Intake VVT System Works

The basic process is relatively simple:

ECM command → Intake VVT solenoid → Engine oil flow → Camshaft actuator → Intake camshaft movement → Camshaft position sensor feedback

The ECM continuously adjusts valve timing according to factors such as:

  • Engine speed

  • Engine load

  • Throttle position

  • Coolant temperature

  • Accelerator demand

  • Airflow

  • Operating conditions

  • Emissions requirements

At certain engine speeds, changing intake valve timing can improve torque, throttle response, fuel economy and emissions.

The VVT solenoid acts as the hydraulic control point. If it cannot regulate oil flow correctly, the camshaft may not reach the position requested by the ECM.

Common Causes of P0028

Several different problems can produce this code.

Dirty or sticking intake VVT solenoid

Engine oil carries contaminants over time. Sludge or debris can interfere with the solenoid's internal spool, preventing it from responding correctly.

Poor engine oil condition

Old, contaminated or incorrect oil can affect VVT operation. Because the camshaft actuator is hydraulically operated on many engines, oil condition is particularly important.

Low engine oil level

Insufficient oil can reduce the hydraulic pressure available to operate the VVT mechanism.

This does not mean every P0028 is caused by low oil, but checking the oil level is an inexpensive and important first step.

Restricted oil passages

The VVT system depends on small oil passages. Sludge or debris can restrict these passages and prevent the camshaft actuator from responding correctly.

Faulty VVT solenoid

The solenoid may have an internal mechanical or electrical problem. It may stick, respond slowly or fail to regulate oil flow properly.

Damaged wiring or connector

A damaged harness, loose terminal, corrosion or poor electrical connection can interfere with solenoid control.

The wiring may be especially vulnerable around the engine because of heat, vibration and oil contamination.

Camshaft actuator problem

The VVT actuator itself may be worn, damaged or mechanically stuck. In this situation, replacing the solenoid alone may not solve the problem.

Camshaft position sensor problem

The ECM relies on camshaft position feedback to determine whether its VVT command was successful. An inaccurate sensor signal can therefore create a performance-related VVT fault.

Timing chain or timing mechanism problems

A stretched timing chain, incorrect timing, worn components or a mechanically displaced camshaft can cause the actual camshaft position to differ from the expected position.

ECM or control problem

An ECM driver or software/control issue is possible, although it should normally be considered after the simpler mechanical and electrical causes have been investigated.

Symptoms You May Notice

P0028 can produce anything from a warning light with almost no noticeable driving problem to significant engine performance problems.

Possible symptoms include:

  • Check Engine Light

  • Rough or unstable idle

  • Hesitation during acceleration

  • Reduced engine power

  • Poor throttle response

  • Reduced low-speed torque

  • Poor fuel economy

  • Difficult starting

  • Engine stalling

  • Increased emissions

  • Engine running poorly at certain RPM ranges

  • Variable engine performance

  • Limp mode on some vehicles

  • Occasionally unusual noise from the timing/VVT area

The symptoms often depend on how far the intake camshaft position has deviated from the commanded position.

Why the Engine May Run Normally at Some RPMs

A VVT problem does not necessarily affect the engine equally at every operating condition.

For example, the engine may idle relatively normally but hesitate when accelerating. At another RPM, the ECM may request a significant change in camshaft position, exposing the VVT problem more clearly.

This is one reason freeze-frame data and live camshaft position data can be more useful than simply checking whether the solenoid has electrical continuity.

How P0028 Should Be Diagnosed

A good diagnosis should begin with the operating conditions under which the code was recorded.

Start with a complete scan

Check all stored and pending codes rather than focusing exclusively on P0028.

A camshaft position, crankshaft position, oil pressure, timing or engine performance code stored at the same time can significantly change the diagnostic direction.

Check the engine oil

Verify:

  • Oil level

  • Oil condition

  • Correct oil specification

  • Evidence of sludge or contamination

If the engine oil is extremely dirty or the oil level is significantly low, VVT operation can be affected.

Identify the exact Bank 2 intake VVT component

Do not assume the physical location of the solenoid from the generic code description alone.

The location and construction of the intake valve control system vary between engines.

Inspect the connector and wiring

Look for:

  • Broken wires

  • Chafing

  • Oil contamination

  • Corrosion

  • Loose terminals

  • Damaged insulation

  • Poor previous repairs

  • Connector locking problems

A visual inspection can reveal a surprisingly large number of VVT faults.

Test the electrical circuit

Depending on the vehicle, testing may include:

  • Power supply

  • Ground

  • Control circuit

  • Continuity

  • Short to ground

  • Short to voltage

  • Terminal integrity

  • Solenoid resistance

There is no universal resistance or voltage value that applies to every VVT solenoid. Manufacturer specifications should be used.

Test the solenoid operation

A scan tool may be capable of commanding the intake VVT system.

During an active test, the technician can observe whether the engine responds as expected.

A solenoid that passes a basic resistance test but fails an operational test can still be defective.

Compare commanded and actual camshaft position

This is one of the most valuable tests for a range/performance code.

The ECM may request a particular camshaft position while the camshaft position sensor reports something different.

If the commanded and actual positions do not follow each other correctly, the next step is to determine whether the problem is caused by the solenoid, oil flow, actuator, timing mechanism or position feedback.

Inspect the mechanical timing system when necessary

If electrical and hydraulic tests do not identify the problem, the timing chain, camshaft actuator and mechanical timing should be investigated according to the manufacturer's procedure.

A Useful Diagnostic Example

Imagine the ECM commands the Bank 2 intake camshaft to move.

The VVT solenoid receives the command and is supposed to direct engine oil to the camshaft actuator.

However, the solenoid is partially restricted by oil deposits.

The ECM still commands the desired position, but the camshaft moves too slowly or stops before reaching the expected position.

The camshaft sensor reports the actual position.

The ECM sees that the actual position does not match the expected position and eventually stores P0028.

In this situation, the code does not necessarily mean:

“Replace the VVT solenoid.”

It means:

“The intake valve control system did not perform within the expected range.”

The technician still has to determine why.

Can a Bad Oil Change Cause P0028?

It can contribute to VVT problems, particularly if the engine receives incorrect oil, severely contaminated oil or an inadequate oil level.

However, it would be incorrect to assume that every P0028 is caused by engine oil.

The VVT system contains electrical and mechanical components as well as hydraulic passages. A wiring problem, faulty solenoid, actuator problem or timing issue can produce the same general diagnostic code.

Does P0028 Mean the Timing Chain Is Bad?

Not necessarily.

A timing-chain problem can cause camshaft timing to deviate from the expected position, but P0028 alone does not prove that the chain is worn or damaged.

Timing should be investigated when the available data points toward a mechanical timing problem.

Replacing a timing chain solely because P0028 is present can result in unnecessary repair costs.

Does P0028 Mean the VVT Solenoid Must Be Replaced?

No.

This is one of the most important points when diagnosing the code.

The actual repair could involve:

  • Cleaning or replacing the VVT solenoid

  • Repairing wiring

  • Repairing a connector

  • Correcting the engine oil level

  • Changing contaminated oil

  • Cleaning restricted oil passages

  • Repairing the camshaft actuator

  • Repairing mechanical timing components

  • Replacing a camshaft position sensor

  • Correcting an ECM control problem

The correct repair depends on test results.

Can You Drive With P0028?

If the engine runs normally and the only symptom is the Check Engine Light, the vehicle may remain driveable for a limited period.

However, continued driving should not be treated as a permanent solution.

Avoid heavy acceleration or high engine loads if the vehicle has:

  • Significant power loss

  • Severe hesitation

  • Stalling

  • Difficult starting

  • Timing-related engine noise

  • Severe rough running

  • Misfire

  • An oil-pressure warning

If an engine has a serious mechanical timing or lubrication problem, continued operation can potentially turn a relatively manageable fault into major engine damage.

What P0028 Really Tells You

P0028 is best understood as a VVT system performance diagnosis, rather than a simple “bad solenoid” code.

The ECM has detected that the Bank 2 intake valve control system is not operating within the expected range. The reason may be electrical, hydraulic, mechanical or related to sensor feedback.

A proper diagnosis therefore follows the entire chain:

ECM command → electrical control → VVT solenoid → oil flow → camshaft actuator → camshaft movement → sensor feedback

Following that chain prevents unnecessary parts replacement and makes it much more likely that the actual cause of the P0028 fault will be found.
