P0228 Throttle/Pedal Position Sensor/Switch "C" Circuit High Input

P0228 is an OBD-II diagnostic trouble code that indicates the engine control module (ECM/PCM) has detected an electrical signal from the Throttle/Pedal Position Sensor or Switch “C” circuit that is higher than the expected range.

The word “High” refers to the electrical signal, not necessarily to a high accelerator pedal position, high engine RPM, or a throttle that is physically stuck open.

This distinction is important.

A vehicle can have a P0228 code even when the accelerator pedal is not being pressed and the throttle plate is not physically open. The ECU is reporting that the electrical input it receives from the monitored “C” circuit is higher than it should be for the operating conditions.

What Is the Throttle/Pedal Position Sensor “C” Circuit?

Modern vehicles use electronic throttle control rather than a simple mechanical cable.

The system can include several position signals generated by:

  • The accelerator pedal position sensor

  • The electronic throttle body

  • Multiple throttle position sensors

  • Redundant pedal sensor tracks

  • Redundant throttle position sensor tracks

These signals allow the ECM to determine both what the driver is requesting and what the throttle is actually doing.

The letter “C” is manufacturer-specific.

It does not universally mean “the third sensor” or a particular wire color.

On one vehicle, Circuit C may correspond to an accelerator pedal signal. On another, it may be associated with a throttle position signal.

The exact sensor and wiring must therefore be identified from the vehicle's wiring diagram and service information.

Why Does the ECU Need More Than One Position Signal?

Electronic throttle control is designed with redundancy.

Consider what happens when you press the accelerator.

Your foot moves the pedal, but there is no mechanical cable directly opening the throttle plate.

Instead, the pedal position sensors generate electrical signals.

The ECM interprets those signals and determines how much engine torque is being requested. It then commands the electronic throttle actuator.

At the same time, throttle position sensors report the actual position of the throttle plate back to the ECM.

A simplified sequence is:

Accelerator pedal → pedal position signals → ECM → throttle actuator → throttle position feedback

The ECU continuously checks whether these signals make sense together.

If the monitored “C” signal suddenly becomes too high, the ECM may no longer trust the information.

What Does “High Input” Actually Mean?

P0228 means that the ECM sees an electrical input above the expected range.

This could happen because:

  • The signal wire is shorted to a higher voltage

  • The sensor is internally faulty

  • The reference or supply circuit has a problem

  • The sensor ground is poor

  • A connector has a fault

  • Wiring has excessive resistance or damage

  • Another circuit is feeding voltage into the signal wire

  • The ECM is receiving an implausible signal

Therefore, P0228 does not automatically mean the throttle is physically open too far.

The throttle could be completely closed while the electrical signal being reported to the ECU is abnormally high.

Common Causes of P0228

Short to voltage

A signal wire can become electrically connected to a higher-voltage supply.

This can force the sensor signal higher than the ECM expects.

Possible causes include damaged insulation, incorrect wiring repairs, or wires rubbing against another powered circuit.

Faulty throttle or pedal position sensor

An internal sensor failure can cause its output to become abnormally high.

A sensor may also develop an internal fault that appears only at certain positions or temperatures.

Damaged wiring

Wiring can become damaged by:

  • Heat

  • Vibration

  • Chafing

  • Previous repairs

  • Moisture

  • Mechanical movement

A damaged wire does not necessarily have to be completely broken to cause P0228.

Poor connector connection

Loose terminals, corrosion, bent pins, or poor terminal tension can alter the sensor signal.

A connector can look clean from the outside while having a serious terminal-contact problem internally.

Sensor ground problem

A sensor requires a reliable electrical reference.

If the ground circuit has excessive resistance or becomes unstable, the sensor output may no longer correspond to the actual pedal or throttle position.

Reference or supply voltage problem

Many position sensors use a regulated reference voltage.

If that supply becomes abnormal, the sensor signal can also become abnormal.

If several sensors report high-input faults at the same time, a shared reference or power problem becomes particularly important to investigate.

Throttle body electrical fault

If Circuit C belongs to the throttle position sensing system, an internal fault in the electronic throttle body can produce P0228.

However, the code itself does not prove that the complete throttle body must be replaced.

ECM/PCM fault

The ECM can theoretically be responsible for an incorrect sensor input or internal interpretation.

But it should normally be considered only after the external circuit, sensor, wiring, power, ground, and connectors have been tested.

Symptoms of P0228

The symptoms can range from almost nothing to significant drivability problems.

Possible symptoms include:

  • Check Engine Light

  • Reduced engine power

  • Poor acceleration

  • Delayed throttle response

  • Hesitation

  • Throttle response that feels inconsistent

  • Limp-home mode

  • Limited engine RPM

  • Difficulty maintaining acceleration

  • Engine stalling in some cases

  • Accelerator pedal appearing to have little effect

  • Electronic throttle warning on some vehicles

Modern vehicles often respond aggressively to throttle-position faults because the ECU cannot safely rely on an invalid driver-demand or throttle-position signal.

Why Can the Vehicle Enter Limp Mode?

Imagine that the ECM sees an accelerator-related signal that suddenly rises beyond a valid range.

The ECU cannot know with certainty whether the driver is actually requesting more throttle or whether the electrical signal is incorrect.

Continuing to control the engine normally could create an unsafe situation.

The ECU may therefore switch to a protective strategy.

Depending on the vehicle, it may:

  • Limit throttle opening

  • Reduce engine torque

  • Restrict RPM

  • Use substitute sensor values

  • Disable certain throttle functions

  • Enter reduced-power mode

The driver may describe this simply as:

“The accelerator pedal stopped responding normally.”

P0228 Does Not Automatically Mean a Bad Accelerator Pedal

This is a common diagnostic mistake.

If the vehicle uses the accelerator pedal to generate Circuit C, the pedal assembly is certainly a suspect.

But before replacing it, the technician should determine whether the signal is actually becoming high at the sensor itself or whether the voltage becomes high somewhere between the sensor and the ECM.

For example:

Healthy sensor + signal wire shorted to voltage = P0228

Replacing the pedal would not repair that problem.

The same applies to the throttle body.

Could a Dirty Throttle Body Cause P0228?

A dirty throttle body can cause mechanical throttle problems, but dirt alone does not explain an electrical high-input code.

Carbon buildup can interfere with throttle movement.

P0228, however, specifically concerns the electrical signal monitored by the ECM.

Therefore, if P0228 is present, the electrical circuit should be tested rather than assuming that cleaning the throttle plate will solve the problem.

P0228 vs P0227 vs P0229

These three codes are closely related.

P0227 – Throttle/Pedal Position Sensor/Switch “C” Circuit Low Input

The ECM detects an electrical signal lower than expected.

P0228 – Throttle/Pedal Position Sensor/Switch “C” Circuit High Input

The ECM detects an electrical signal higher than expected.

P0229 – Throttle/Pedal Position Sensor/Switch “C” Circuit Intermittent

The monitored circuit behaves abnormally intermittently.

The distinction is useful during diagnosis.

A persistent high input may point toward a short to voltage, sensor fault, reference problem, or similar electrical condition.

An intermittent code makes wiring movement, connector problems, vibration, and temperature-related faults more important.

How P0228 Should Be Diagnosed

A good diagnosis begins by finding out where the high signal actually exists.

Read all the stored codes

Do not look at P0228 in isolation.

Check for additional codes involving:

  • Accelerator pedal position

  • Throttle position

  • Reference voltage

  • Sensor ground

  • Electronic throttle control

  • ECM power supply

  • CAN communication

Several related codes appearing together can provide a much clearer picture.

Check freeze-frame data

If available, determine what the vehicle was doing when P0228 was recorded.

Useful information includes:

  • Engine RPM

  • Vehicle speed

  • Accelerator position

  • Throttle position

  • Engine load

  • Battery voltage

  • Coolant temperature

If the code occurs immediately after starting, that can point toward a different problem than a code that appears only during acceleration.

Identify Circuit C Before Testing It

This step is essential.

Do not assume that Circuit C is the accelerator pedal simply because the code says “Throttle/Pedal Position.”

Determine from the manufacturer's documentation:

  • Which sensor produces Circuit C

  • Which connector contains the signal

  • Which ECM terminal receives the signal

  • What reference supply is used

  • What ground is used

  • How the signal should change with position

Without this information, it is easy to test the wrong wire.

Inspect the Connector and Wiring

Look for:

  • Corrosion

  • Bent terminals

  • Loose terminals

  • Water intrusion

  • Damaged insulation

  • Chafed wires

  • Previous repairs

  • Broken locking tabs

  • Poor terminal tension

Pay particular attention to areas where the harness moves with the engine or where the accelerator pedal wiring is repeatedly exposed to foot movement and vibration.

Check the Sensor Supply and Ground

If the circuit uses a conventional position sensor, verify the appropriate:

  • Reference voltage

  • Sensor ground

  • Signal voltage

The exact values vary between systems.

There is no single universal voltage specification that should be applied to every vehicle.

Use the manufacturer's specifications.

A faulty ground can make an otherwise healthy sensor appear to have an abnormal output.

Check the Signal Directly

The next question is:

Is the sensor itself producing the high signal, or is the signal becoming high somewhere in the wiring?

If the sensor output is already incorrect directly at the sensor, the sensor or its supply/ground becomes a stronger suspect.

If the sensor output is correct but the ECM sees a high value, the wiring between the sensor and ECM requires closer examination.

This distinction can prevent unnecessary component replacement.

Use Live Data

A scan tool can be extremely useful for P0228.

Monitor the available accelerator pedal and throttle position parameters while operating the system.

Look for:

  • Implausibly high position values

  • Sudden jumps

  • Signals that do not correspond with pedal movement

  • Disagreement between redundant signals

  • A signal that remains fixed

  • Abnormal behavior when the throttle is closed

On some vehicles, a sensor can produce a plausible value electrically while still being inconsistent with the other redundant position signals.

The ECM may therefore set a fault even though one individual value does not appear obviously extreme.

Check for a Short to Voltage

If the sensor itself appears healthy, inspect the signal circuit for unwanted voltage.

A damaged harness can allow the signal wire to contact:

  • Battery voltage

  • Ignition voltage

  • Another powered circuit

This can produce a high-input condition.

The test procedure should follow the manufacturer's wiring and circuit specifications because modern throttle systems can contain sensitive electronic components.

Don't Ignore the Battery and Charging System

Unstable system voltage can create strange electronic throttle and sensor behavior.

If P0228 appears alongside multiple unrelated electrical codes, check the vehicle's:

  • Battery condition

  • Charging system

  • Main grounds

  • ECM power supply

A single power or ground problem can sometimes produce several apparently unrelated sensor faults.

Can P0228 Be Caused by the ECM?

It is possible, but it should be low on the diagnostic list.

Before condemning the ECM, confirm:

  • Correct sensor supply

  • Correct sensor ground

  • Correct sensor output

  • Wiring continuity

  • No short to voltage

  • Connector integrity

  • Correct signal at the ECM terminal

If everything outside the ECM is correct and the control module is still interpreting the circuit incorrectly, ECM diagnosis may then be justified.

Repairing P0228

The appropriate repair depends on the actual fault.

Possible repairs include:

  • Repairing a shorted signal wire

  • Repairing damaged wiring

  • Replacing a corroded connector

  • Correcting terminal tension

  • Repairing the sensor ground

  • Restoring the correct reference supply

  • Replacing an accelerator pedal assembly

  • Replacing the throttle body

  • Repairing a control circuit

  • Addressing an ECM problem

There is no legitimate “P0228 always means replace the throttle body” rule.

The code identifies an electrical condition. Testing identifies the failed component.

Is P0228 Safe to Drive?

It depends on the symptoms, but caution is appropriate.

A throttle-position fault can cause the vehicle to suddenly enter reduced-power mode.

If the accelerator response is unpredictable, engine power is severely restricted, or the vehicle repeatedly enters limp mode, continued driving can create a safety issue.

The vehicle should be diagnosed promptly, particularly if the fault occurs during acceleration or causes unexpected loss of power.

The Best Diagnostic Mindset for P0228

P0228 should be approached as a high electrical signal problem, not as a statement that the throttle is physically too open.

The diagnostic path is essentially:

Identify Circuit C → locate the sensor → check connector → inspect wiring → verify reference and ground → measure the signal → compare sensor output with ECM live data → check for a short to voltage → evaluate redundant signals → test the sensor/assembly → investigate the ECM last.

Once the technician establishes where the signal becomes abnormally high, the repair usually becomes much more straightforward.

In other words, P0228 means the ECM has detected an excessively high electrical input from the Throttle/Pedal Position Sensor/Switch “C” circuit. The underlying cause could be the sensor, throttle body, accelerator pedal, wiring, connector, reference supply, ground, or ECM. The DTC identifies the abnormal electrical behavior; proper testing identifies the component responsible.
